Attack on MFP Proposal Is Expected The Louisiana Board of Elementary and Secondary Education will meet at 9 a.m., Tuesday, March 11, 2008 in the Claiborne Office Building to approve the MFP submission for the 2008-2009 school year. Opponents of public education are reportedly planning to attack additional funding for At-Risk and Mandated School Costs. These increases are part of incremental additions to advance toward real costs of educating our needy children. The steps toward full-funding were agreed to during negotiations in the last regular legislative session.
Now, LSBA has learned, opponents are poised to deny the required level of funding. Some of those same opponents to raising public education performance are seeking to create tax credits for private school attendees, and “scholarships” that would enable students to transfer to private schools. The Administration has proposed special legislative session appropriation of over $30 million to initiate these new programs. The MFP proposal submitted to BESE last month contained a 5% increase in the At-Risk Weight, and an increase of $8.50 per student in the Mandated Cost allocation. The proposed MFP for At-Risk would add $51 million, while the Mandated Cost allocation increase would add $5.6 million.
It is important that members of the Board of Elementary and Secondary Education see that local public education officials remain committed to advancing student achievement, and to being provided with sufficient resources to meet rising expectations. To do this it is important that the MFP hearing draws as many public education officials into its meeting as possible. Please plan on attending this most important meeting. Louisiana’s children need a visible reminder that we are there for them whatever the personal cost.
